OLBCF Calls Attention to Executive Orders Threatening Equity in Ohio
The Ohio Legislative Black Caucus Foundation (OLBCF) is deeply concerned about the recently issued executive orders by President Donald Trump and their potential effects on Black Ohioans. As Ohio’s leading Black think tank, OLBCF remains steadfast in its mission to promote policies that advance equity, justice, and opportunity for all communities.
The executive orders, which target areas such as diversity, racial equity, and citizenship rights, threaten to exacerbate systemic inequities and hinder progress. Specifically, these orders include:
Termination of Federal Diversity, Equity, and Inclusion (DEI) Programs: On January 20, 2025, President Trump issued an order dismantling federal DEI initiatives, directing agencies to cease DEI-related activities within 60 days. Critics warn this action could undermine progress in addressing workplace disparities.
Rescission of Executive Orders Advancing Racial Equity: President Trump rescinded several previous orders promoting equity, including Executive Order 13985, which had directed federal agencies to identify and remove barriers in their policies and programs.
Proposal to End Birthright Citizenship: The administration has signaled plans to issue an executive order ending birthright citizenship. Experts argue that such a measure would likely face constitutional challenges and create uncertainty for immigrant families. These measures align with the “Project 2025” agenda, which includes weakening anti-discrimination protections and limiting federal support for education. Analyses show that such changes could disproportionately harm Black communities, eroding civil rights and reducing access to essential services.
Impact on Ohio
These executive actions could deepen disparities in housing, employment, and public safety. Black Ohioans, particularly immigrant communities such as Haitians, are already at heightened risk of systemic inequities. By targeting protections and support systems, these orders threaten to undo decades of progress in building inclusive and equitable communities across the state.
OLBCF’s Call to Action
OLBCF stands in solidarity with organizations like the ACLU and others who have filed federal lawsuits to challenge these executive orders. These legal actions are critical to protecting civil rights, ensuring accountability, and defending the values of equity and inclusion that our communities rely on. OLBCF urges policymakers, advocates, and allies to take immediate action. Our recommendations include:
Reinstating DEI Programs: Advocate for legislation supporting diversity training and anti-bias initiatives in public institutions.
Strengthening Housing Protections: Pass state-level policies to safeguard equitable access to housing and prevent discrimination.
Enhancing Police Accountability: Promote transparency through oversight boards and mandatory reporting of misconduct.
Defending Birthright Citizenship: Partner with legal experts to challenge unconstitutional measures and protect immigrant families.
QUOTE:
“These executive orders pose a significant threat to Black Ohioans and immigrant communities, including Haitians we were unfairly targeted a few months ago,” said Shayla L. Davis, President and CEO of OLBCF. “Beyond harming marginalized groups, these measures jeopardize the social and economic progress of our entire state. We remain committed to advocating for policies that uplift all Ohioans.”
“We must ensure that every Ohioan, regardless of background, has access to opportunities and protections,” Davis continued. “Our state has a proud history of embracing diversity, and we will not allow that progress to be undone.” OLBCF will continue to monitor developments, collaborate with stakeholders, and advocate for fair and equitable policies. We invite partners and allies to join us in these efforts to ensure a just and inclusive future for all Ohioans.
