OLBCF Responds to HB 96 Veto Override

The Ohio Legislative Black Caucus Foundation (OLBCF) stands in strong support of Ohio Legislators who voted against overriding Governor DeWine’s veto of Line Item 66 in House Bill 96 — a provision that prevailed to override a school district property tax levy restriction.
This is a harmful provision that would restrict school districts and local governments from using essential levy options.
Stripping communities of tools to fund schools and basic services is not tax relief—it’s a threat to equity, access, and long-term opportunity in Black and underserved communities across Ohio. These restrictions do nothing to lower costs for everyday Ohioans and instead put the burden on our most vulnerable residents while continuing to benefit the wealthiest.
Let’s be clear: this is not real property tax relief. It’s a short-sighted move that shifts responsibility to already-strapped local governments and confuses the very voters it claims to help. Real reform requires transparency, community input, and evidence-based policy—not rushed provisions with far-reaching consequences.
We commend the advocates, community members, and lawmakers who helped prevent the passage of even more dangerous provisions today. It is clear that Ohioans are paying attention and demanding real solutions—not political theater masked as reform.
As Ohio’s leading Black public policy voice, OLBCF will continue to support policies that protect local control, empower voters, and promote equitable investment in Black communities and beyond. Our communities deserve real relief and bold leadership—not more burdens disguised as reform.
